Creighton University in 1974, and is a member of the Nebraska State and Iowa
State Bar Associations. Having the honor of being admitted to practice in the
State and Federal Courts of Nebraska and Iowa and the Eighth Circuit Court of

“Brian Will is a planner in the Development
Review Division of the Lancaster County/City of Lincoln Planning
Department. A native of Lincoln, Nebraska, he graduated from UN-L in 1984
with a B.S in Economics, and accepted a commission and entered active duty with
the U.S. Army. He went on to receive a Master of Community and Regional
Planning degree in 1990, also from UN-L, and has worked as a planner ever
since. His experience includes ten years in his current position, and
prior to that the Albany County/City of Laramie Planning Office in Laramie,
Wyoming, the Metropolitan Area Planning Agency (MAPA) in Omaha, and the City of
Omaha Planning Department. During this time he has been involved with
many aspects of planning at the local government level, but with
emphasis on current planning/development review which has always included land
subdivision and platting.”

Jay is Assistant Planning Director
and Superintendent of the Building and Development Division of the City of
Omaha Planning Department. He started his career with the City of Omaha 15
years ago as building inspector and specialized in inspection of commercial
facilities under construction or renovation. In 1999, Jay was promoted to Chief
Building Inspector, a position he held until December of 2011 when he was
promoted to his current position.
Prior to coming to the city, Jay
was a project manager and designer for an Omaha architectural and engineering
firm. Because of his background in the design of office and warehouse space in
the metal building industry, his original work was centered on those
facilities. He quickly branched out to multi-family projects and highly
specialized facilities in the travel industry.
