Chuck Chase, CFM
Floodplain Outreach Coordinator Nebraska Department of Natural Resources

Chuck Chase is the Floodplain Outreach Coordinator  for the Nebraska Department of Natural Resources and a Certified Floodplain Manager. Chuck presents training and outreach programs helping local communities implement the National Flood Insurance Program. Chuck is a retired Coast Guard Chief and formerly an Exercise Training Officer for the Nebraska Emergency Management Agency. He is on the Professional Development Committee for the Nebraska Floodplain and Stormwater Manager’s Association. Chuck has a BS in Education (go Peru Bobcats), an MS in Quality Systems Management, and is a member of the State of Nebraska Speakers Bureau. Chuck enjoys meeting new people and getting to know their communities.

Bryan Christopherson, CFM 
Flood Mitigation Specialist/CFM Floodproofing.com

Bryan is a Flood Mitigation Specialist/CFM for Floodproofing.com. His territory includes the Midwest. During his time at Floodproofing.com, he meets with Architects, Surveyors, Engineers, Building Officials, Floodplain  Managers, Real Estate Agents, and Homeowners to Educate them on proper floodplain design, the construction aspect as well as how all this impacts the cost of the Flood Insurance Premium. He has been involved in the Construction Industry for about ten years. During that time, he was involved in Foundation Repair and Concrete Settlement Repair and Residential Flood Mitigation as well as Sea Wall Repair. Bryan resides in Clinton, Iowa, with his wife, Lori, and two sons, Cole and Cayden and Sampson, their St Bernard.

Casey Sherlock
State Surveyor


Casey Sherlock is currently a resident of Lincoln,
Nebraska. Casey earned a Bachelor of Science Degree with
a comprehensive major in Mathematics from Chadron State
College in 1999. He was Elected Hall County Surveyor for
three consecutive 4-year terms of office beginning in 2005.
Casey was appointed by the Nebraska Board of Educational
Lands and Funds as Nebraska’s eighth State Surveyor on
January 1, 2018, and serves as Ex-officio Secretary of the
Nebraska Board of Examiners for Land Surveyors.


Michael SizerNebraksa RLS
Northstar Land Surveying


Michael graduated with an AAS in Civil Engineering
Technology from Iowa Western Community College in
Council Bluffs, Iowa, in 1975 and has worked in surveying
since 1974 and surveying education since 1990 in the
Omaha/Council Bluffs area. He started teaching surveying
part-time at Iowa Western in 1990 and teaching full-time
in 2000 until the program was ended in 2010. He taught at
Southeast Community College in Milford in 2016 and half a
year in 2017. He has owned Northstar Land Surveying since
1993 and was registered in Nebraska in 1987 and Iowa in
1988. He is semi-retired.

SPEAKERS

David  Zenk PE LS

David Zenk is a Geodesist with the National Geodetic Survey, serving as Regional Geodetic Adviser for the Northern Plains Region (MN, ND, SD, IA, NE). He holds Bachelor of Science Degrees in Civil Engineering and Mechanical Engineering from the University of Minnesota and a Master’s Degree in Land Surveying from Oregon State University. He has served as adjunct faculty at the University of Minnesota Geography Department and at Saint Cloud State University Geography Department. He is a past Chair of the Minnesota GIS/LIS Consortium. He is currently serving as Editor of the MSPS “Minnesota Surveyor” magazine. He is licensed as a Registered Land Surveyor and Professional Engineer in the State of Minnesota.

Mr. Zenk will update the group on GEOID18, Use of NGS Tools, the new datum for 2022, and details on the new datum and how to work within it, including implications for the role of CORS and GPS. This will be a first look at the future datum and the NGS vision for implementation.

James E. Lang
Attorney, Managing Member, Lang Law LLC

James E. Lang focuses his practice on land use law, zoning,
real estate and commercial law. He represents clients in all
aspects of real estate law, including property acquisition
and disposition, land use, development and redevelopment,
leasing and real estate finance and entity structuring.
Mr. Lang’s clients consist of real estate developers and
redevelopers in the Omaha metropolitan area. Mr. Lang
has lectured on real estate related matters at seminars and
workshops in the Omaha metropolitan area. He is admitted
to practice law in the State and Federal courts of Nebraska
and Iowa and is a member the Nebraska State and Iowa
State Bar Associations. Mr. Lang received his B.S. degree
from the University of Nebraska and his J.D. degree from
Creighton University.

Benjamin E. Busboom
Attorney, Baird Holm Law Firm

Ben Busboom specializes in environmental and energy
matters. Ben’s legal and technical tenure within the
environmental and energy industries enables him to provide
a level of service unique to both Nebraska and the Midwest.
Prior to moving back to his home state of Nebraska and
joining Baird Holm, Ben worked for a Fortune 500 energy
company, an international engineering firm, and an AmLaw
200 law firm’s national energy and environmental practice
group. Ben’s individual legal work has been repeatedly
recognized by Super Lawyers who named him a 2018 Great
Plains Rising Star and a 2017 Missouri & Kansas Rising Star
in the field of Energy and Natural Resource Law.
Ben regularly provides counsel on matters pertaining to:
permitting and compliance; oil and gas; renewable energy;
environmental risks and liabilities; natural resource use
and acquisition; land use; and dispute resolution (both
administrative and civil).
In addition to his Juris Doctorate, Ben holds three
Graduate Certificates from the Washburn University Schoolof Law in the fields of: Oil and Gas Law; Natural Resource
Law; and Business and Transactional Law (earned with
distinction) and Ben currently serves as Secretary/Treasurer
of the Natural Resources and Environmental Law Section
of the Nebraska State Bar Association and is a frequent
speaker and subject matter expert on topics relating to
environmental law, energy law, oil and gas law, mineral law,
and natural resource law.

David C. Levy
Attorney, Partner, Baird Holm Law Firm

David Levy represents clients in zoning, land use, energy,
environmental and general real estate matters. He Chairs
the firm’s Real Estate, Municipal Law and Government Affairs
practices.
David is a registered lobbyist in the State of Nebraska.  In
2014, David successfully concluded a multi-year effort to
pass a 20% state tax credit for the rehabilitation of historic
buildings. In 2016, David played a central role in legislation
that significantly streamlined the regulatory process for wind
and solar energy generation facilities. In 2018, David helped
lead an ultimately successful effort to overhaul and improve
the tax-increment financing statutes.
David has served as an Adjunct Professor in Land Use
Law at the University of San Francisco School of Law, and
has taught legal writing at Creighton University School of
Law. Since 2011, David has been selected by his peers for
inclusion in The Best Lawyers in America in the field of Land
Use & Zoning Law.  He is civically active in Omaha and
greater Nebraska, and he serves on numerous boards and
committees, frequently in a leadership role.
David is an alumnus of the University of California,
Berkeley. He is a native of Lincoln, Nebraska.
