Chuck Chase, CFM

Chuck Chase is the Floodplain Outreach Coordinator for the Nebraska Department of Natural Resources and a Certified Floodplain Manager. Chuck presents training and outreach programs helping local communities implement the National Flood Insurance Program. Chuck is a retired Coast Guard Chief and formerly a Nebraska Emergency Management Agency Exercise  Training Officer. Chuck has a BS in Education (go Peru Bobcats), an MS in Quality Systems Management, and is a member of the State of Nebraska Speakers Bureau. Chuck enjoys meeting new people and getting to know their communities.

Elijah Kaufman, CFM

Elijah Kaufman is the Outreach and CRS Coordinator for the Nebraska Department of Natural Resources Floodplain Management Division and is a Certified Floodplain Manager. Elijah presents training & outreach programs that help local communities implement the National Flood Insurance Program and Community Rating System. He graduated from the University of Nebraska at Omaha in 2019 with a BA in Emergency Management and Disaster Preparedness. For NeDNR, he serves as a point of contact for Nebraska’s floodplain administrators and the public, providing technical support toward NFIP compliance and flood insurance. He also assists communities in responding to disasters, updating local floodplain ordinances, and giving monthly training to floodplain officials in Nebraska.

AnnMarie Marlier, PhD

AnnMarie Marlier serves as the Executive Director of the Business Ethics Alliance. She has over 20 years of experience as an accomplished leader, administrator, talent developer, program/curriculum developer, and teacher/facilitator in face-to-face, hybrid, blended, and e-learning modalities for postsecondary, not-for-profit, and corporate organizations.

AnnMarie is a graduate of Leadership Nebraska and volunteers for several organizations, including as a member of the Board of Directors of the Nebraska Early Childhood Collaborative.

She has a doctorate in Urban Education from the University of Wisconsin-Milwaukee with a minor in Business Administration. AnnMarie holds a Master of Education in Adult Education from Carroll University and a Bachelor of Arts in English and Communications, Media, and Theatre from St. Norbert College.

David J. Doering

Graduated from Beatrice High School in May 1977.

Graduated from SCC Fairbury in May 1979.

Worked as Maintenance of Way for Union Pacific Railroad from May 1979 to October 1981.

Graduated from the Surveying and Drafting Program at SCC Milford in December 1986.

After graduation, I worked at HWS and Ross Engineering before returning to Beatrice. Working at Wehling Engineers in Beatrice from 1987 to 2007.

I received my SIT in July 1994 and my LS in July 1995.

I have been working at Land Survey Tech in Beatrice since 2007.

My wife has been employed by Beatrice Public Schools since 1987. My wife and I have one daughter, Natalie, age 25, who graduated from Iowa Western Community College in 2021 and is currently a Registered Dental Hygienist in Beatrice.

My spare time is spent photographing railroad subjects, collecting railroad memorabilia, and entertaining our 10-month-old Golden Retriever Autumn.

Jerry Penry -

Jerry Penry grew up in rural northern Nebraska near the town of Atkinson. He graduated from Southeast Community College in Milford in 1985 in the Surveying and Drafting program. Then, he worked for 13 years for several private engineering companies in Lincoln. He then worked for Lancaster County Engineering for 24 years, managing the survey division in both the field and the office. In 2021, he became a Deputy State Surveyor. He began working at the Nebraska State Surveyor’s office, where he is presently employed. Jerry became a Registered

Land Surveyor in Nebraska in 1994 and South Dakota in 2012. He has authored many articles on surveying, presented seminars in several states as a conference speaker, and led remonumentation projects across the state.

Paul Tyrell, PE, PLS -
Associate Vice President, HDR (Board of Registration Chair)

Paul Tyrell, PE, PLS, is an accomplished professional engineer licensed in MA, ME, NH, RI, VT, CT, and NY and a professional land surveyor in MA. Additionally, he is a LEED and Design-Build Institute of America accredited professional with 30 years of experience in land surveying, civil engineering, and construction management. Paul is an Associate Vice President with HDR Incorporated. At this ENR-leading E/A fi rm, he leads Alternate Delivery throughout New England. He has led design teams for some of Massachusetts’s largest design-build projects, including the $1.32 billion MBTA Green Line LRT Extension and the $400 million MassDOT Longfellow Bridge Rehabilitation Project.

Paul currently chairs the Massachusetts Board of Professional Engineers and Land Surveyors, which oversees the Commonwealth’s more than 15,000 professional engineers and land surveyors. He is the Treasurer of NCEES, the National Council of Examiners for Engineering and Surveying. Before his appointment to the Massachusetts Board, Paul was an active member of the Massachusetts Association of Land Surveyors and Civil Engineers, where he served as Secretary and a trustee of The Engineering Center Engineering Trust, the American Council of Engineering Companies of Massachusetts, and the Boston Society of Civil Engineers, which awarded him the “Ralph Horne Service” award in 2017.

Paul is happily married to Christine, his wife of over twenty years, and is the proud father to Lauren and Sean. Sean is following in his father’s footsteps. He is currently enrolled in the Civil Engineering program at the University of Maine.

Daniel G. MacIsaac, PLS - 
Survey Department Manager Massachusetts Port Authority

Dan has been licensed to practice land surveying in Massachusetts for over 20 years and surveying for 30. He has led residential and commercial development projects, large-scale pipeline and transit projects, and for the past 7 years, has led the survey department for Massport. Massport operates 3 airports, the seaport of Boston, and various land holdings in eastern Massachusetts. Dan began to work with laser scanning technology with one of the earliest scanners from Cyra Technologies and continues to manage 3D scanning projects.

Some of Dan’s notable projects include the boundary survey of the 700-Acre Hanscom Airforce Base, the existing conditions survey of 56 miles of RR corridor for the South Coast Rail Project, the Management of a multi-million dollar track monitoring program at Boston’s South Station, several Air Rights development projects over the Massachusetts Turnpike, countless boundary surveys of residential lots, and commercial properties and government-owned lots throughout Massachusetts. Lately, he has been creating a digital cadastre of all the lands and rights owned by Massport.

Dan and his wife, Danielle, have 3 young boys to keep them busy. They are aged from 7 to almost 14 years old. Dan has hobbies in woodworking and researching interstate boundary disputes.

Gene Thomsen - 

Gene Thomsen is a lifelong resident of Nebraska who grew up on a farm between Fairmont and Exeter. He attended Kearney State College and graduated from Southeast Community College with an Associate’s Degree in the Civil Engineering & Surveying program in 1972. Gene first worked in private practice before joining the Nebraska Department of Road’s Design Division, where he worked for 47 years and retired in 2020. He has been a Registered Land Surveyor in Nebraska since 1983 and became a Deputy State Surveyor in 1987. His interest in surveying history has inspired him to write articles for the Professional Surveyors Association of Nebraska newsletter and the “Nebraska History” magazine published by the Nebraska State Historical Society. He has given numerous presentations about survey history and survey problems to many groups over the years.

Jerry Penry -

Seminar Topics - 

  • Some of the earliest surveys performed in eastern Nebraska primarily along the Missouri River and how the Public Land Surveys were initially begun.
  • Details of the survey and resurvey of the Base Line between Nebraska and Kansas and the political environment that existed to choose the first surveyors.
  • Special emphasis will be given on the state’s first permanent monument - the Cast Iron Monument, including several remonumentation projects that have occurred at this site since the monument was first placed nearly 170 years ago.
  • An examination will show the difficulties in having the shifting Missouri River boundary between adjacent states and how various situations have been handled including legal battles. The channelization of the river and the early topographic surveys performed by the Missouri River Commission in the late 1800’s will explain how the river boundary eventually came to be permanently fixed.
  • Several early instruments will be on display of the type used to determine the precise latitude to start the Base Line and the type needed to correctly survey this curved line. (Dave Hoffart)
