Dr. Joseph Paiva - Principal and CEO of GeoLearn

Dr. Joseph V.R. Paiva is the principal and CEO of GeoLearn, LLC (www.geo-learn.com), an online provider of professional and technician education since February 2014. He also works as a consultant to lawyers, surveyors and engineers, and international developers, manufacturers, and distributors of instrumentation and other geomatics tools, as well being a writer and speaker. Some of his many previous roles include Asst. Prof. of Civil Engineering at Univ. of Missouri-Columbia, teaching surveying, VP at Sokkia and Trimble in product development and general management, managing director of Spatial Data Research Inc., a partner in a surveying/civil engineering firm, and COO at Gatewing NV, a Belgian manufacturer of unmanned aerial systems (UAS) for surveying and mapping during 2010-2012.

Joe continues his formal teaching as an adjunct instructor of online credit and noncredit courses at the State Technical College of Missouri. He has served in similar positions at Texas A&M University-Corpus Christi and the Missouri University of Science and Technology. His key contributions in the development field are the design of software flow for the SDR2 and SDR20 series of Electronic Field Books, project manager and software design of the SDR33, and software interface design for the Trimble TTS500 total station. He holds several patents.

He is a Registered Professional Engineer and Professional Land Surveyor. He was an NSPS representative to ABET, serving as a program evaluator, where he previously served as team chair and commissioner. And he has more than 30 years experience working in civil engineering, surveying and mapping. Joe writes for POB, The Empire State Surveyor, and many other publications and has been a past contributor of columns to Civil Engineering News. He has published dozens of articles and papers. He has presented over 150 seminars, workshops, papers, and talks in panel discussions, including authoring the positioning component of the Surveying Body of Knowledge published in Surveying and Land Information Science. Joe has B.S., M.S., and Ph.D. degrees in Civil Engineering from the University of Missouri Columbia. Joe’s past volunteer professional responsibilities have included being president of the Surveying and Geomatics Educators Society (SaGES) 2017-19 and various ad hoc and organized committees of NSPS, the Missouri Society of Professional Surveyors, ASCE, and other groups.

GeoLearn is the online learning portal provider for the Missouri Society of Professional Surveyors, and several other surveying professional societies including New York and Oklahoma.

Matt Firestone - Firestone Consulting Group, LLC

Matt comes from a electrical contracting background, and knows first-hand the pains of running and growing a contracting business.

Matt and his team have worked with many contractors, trade associations, and universities. Through workshops, seminars, and one-on-one engagements, they help business owners better align their teams, tune their processes, and increase their profits.

Matt enjoys volunteering in the community when not working with clients or conducting workshops. His favorite volunteering activity is with Junior Achievement teaching elementary students about entrepreneurship and business.

Beverly Kracher - Ph.D.

Beverly Kracher, Ph.D. holds the Robert B. Daugherty Endowed Chair in Business Ethics & Society in the Heider College at Creighton University.

She loves thinking, reading, teaching, and talking about business ethics. She is the Founder of the Business Ethics Alliance, whose purpose is to promote an environment in Omaha where the discussion and practice of business ethics is encouraged and expected. Bev has created many practical business ethics products and has been a keynote or presenter for hundreds of business ethics workshops and sessions. 

She currently serves on several for-profit and non-profit boards and health-care ethics committees. A native Nebraska and farmer’s daughter, Bev has deep roots in the state, reinforced by the fact that she is an Admiral in the Great Navy of the State of Nebraska.

Tom J. Cajka - County Planner - Lincoln/Lancaster County Planning

Tom Cajka has been with the Lincoln/Lancaster County Planning Department since August 2001. For the last seven years as the County Planner. Before the planning Department, he worked for two years with Ross Engineering, Inc. and two years with Hanna:Keelan Associates, P.C.

Education: B.A. Urban Geography, University of Nebraska-Lincoln

Jerry F. Penry, LS - Deputy State Surveyor - Nebraska State Surveyors Office

Jerry earned a degree in surveying from Southeast Community College in Milford, Nebraska, in 1985 and began his career working for several private companies in Lincoln doing all types of surveying and drafting. In 1997, Jerry began working for Lancaster County Engineering, developing expertise in boundary surveying, section corner recovery, and remonumentation. He is licensed in Nebraska and South Dakota. Jerry has written over fifty professional articles and eight books about his interests in surveying, railroads, and World War II. Jerry is a frequent speaker at surveying conferences and a contributing author to The American Surveyor magazine. He has been directly involved in several historical projects in Kansas, Nebraska, and South Dakota. His passion for surveying often takes him to the Black Hills and other locations, where he endeavors to find long forgotten historical monuments.

Gary R. Kent - PS

Gary Kent is a Professional Surveyor with Schneider Geomatics in Indianapolis. After 37 years, he transitioned to part-time status in 2020 and formed Meridian Land Consulting, LLC to provide training, consulting, and expert witness services. Gary served as Chair of the Joint ALTA/NSPS Committee  responsible for the ALTA/NSPS Standards from 1995 to 2021. He has presented programs on boundary law, the ALTA/NSPS Standards, risk management, safety, easements and rights of way, railroad rights of way, leadership, and other surveying related topics multiple times in each of the 50 states. Gary has served on the Indiana State Board of Registration for Professional Surveyors since 2004. He is a past president of the American Congress on Surveying and Mapping and the Indiana Society of Professional Land Surveyors.

Program Goals 

  1. Provide support for surveyors to take a more liberal stance in what they consider acceptable evidence of an original survey with the goal of finding  defensible ways to not upset the neighbors — or even entire neighborhoods — by disregarding longstanding lines of occupation/possession.
  2. Consider — under some well-framed circumstances — giving professional opinions as to ownership, and even monumenting to the lines that they believe represent ownership.
  3. Recognize that — regardless of what they think about #1 and #2 above — surveyors must find ways to communicate to clients and third parties what the lines and corners of their surveys represent and what they do not represent — in particular with respect to ownership.
