SPEAKER

Fred Franklin, PLS-525
Alpha Land Surveying & Mapping

Fred Franklin was born in Detroit, Michigan, in 1965, and started his Surveying career in Lakeland, FL
By 1989, Fred had started his own subcontracting Land Surveying crew, and it ran until 1991 when he moved to Nebraska and worked for Olsson Associates as a Survey Manager at their South Sioux City office until 1993.
In 1992, he obtained his SIT and then passed his LS in South Dakota in the Fall of 1992. He earned his Nebraska license in Nebraska in 1995. Fred worked as the Supervisor of Crews at Siouxland Engineering from 1993 till January of 1996. He then started his own company, Alpha Land Surveying & Mapping, in January of 1996 until the present day, celebrating 24 years in business.
A PSAN member for 25 years, Fred served as the Education Chairman from 1997 to 2006. Fred has also served as the Burt County Surveyor since 1999 as well as the County Surveyor for up to five Counties (Cuming, Thurston, Dixon, Dakota, and Burt) at one time. In this role as County Surveyor, he had done extensive Section marker replacements and Missouri River boundaries in Northeast Nebraska.

SPEAKER

Charlie Tucker, LS
Project Manager Farnsworth Group, Inc.

Mr. Tucker is a highly skilled railroad surveyor and project manager, possessing 37 years of experience in and around the railroad industry. He is considered an expert on railroad surveying and records – expertise he honed during his 15 years working for Atchison, Topeka and Santa Fe Railway. He is well-versed in the needs of small, large, and industrial-scale railroads. While working for ATSF, Charlie held a variety of positions that provided him with an intimate working knowledge of the industry. He served as engineer aide, survey technician, field engineer, office engineer, assistant roadmaster, roadmaster, and tunnel construction roadmaster. Charlie is exceptionally skilled in the surveying, design, layout, and construction of infrastructure and public works around operating railroads. Since leaving the railroad in 1996, he has been with FARNSWORTH GROUP, Inc. as a railroad project manager in many diverse projects across the country, including functioning as an acting Chief Engineer for multiple shortline railroad start-ups.

He recently served as the sub-committee chairman for the American Railway Engineering and Maintenance of Way Association’s (AREMA) Pipeline and Utility Crossing Committee I (“Roadway”/ SC-5), which writes and updates the railway industry’s suggested standards. Also, Charlie serves on AREMA Committee 18, “Shortline & Light Density Railroads,” where he is currently the committee secretary. He teaches classes nationwide to professional engineers and surveyors on railroad design fundamentals and has served as an expert witness in numerous railroad-related lawsuits.
